The Uganda People’s Defence Forces on 15th March abruptly ended its three-month military offensive against the Lord’s Resistance Army rebels in Garamba and started withdrawing its troops.
This means that the army failed to achieve the core objective of forcefully capturing or killing LRA leader Joseph Kony as planned under the Operation Lightning Thunder.
It is hard to concede defeat as sounded to the Ugandan army officials the likes of the Air Force Chief of Staff, Col. Moses Rwakitarate, who led the returnees, reported in the media that “UPDF’s victory is not capturing Kony but failing the enemy’s normal operations. Hence Operations Lightning Thunder was a success because UPDF managed to kill many of Kony’s fighters and rescue over 300 abductees.”
LRA reinforces insecurity to the great lakes region with its operations in Uganda, Sudan, DR. Congo and parts of Central African Republic.
For the last 22 years lives of people have been lost during the operations in search for LRA rebels and those carried out by the rebels against the government and the community they ambush or where they operate.
Lives and properties lost are never recovered; this puts the war at more of a cost than a benefit to the community.
Statements of the likes of the DR Congo Chief of General Staff, Gen. Didier Etumba Longila, of continuous hunting the terrorist Kony and his forces until they are neutralised gives no hope taking the current failure of the joint operation of three countries Uganda, DR. Congo and Sudan to get the ICC indentee.
Betty Bigombe, Ruhakana Rugunda and other peace lovers tried to their expectation by taking on the task of negotiation. The talks in Southern Sudan tried to register more benefit than costs to the extent that for the first time, People in Northern Uganda had to get back to the homes were they have started a new life.
Military mighty has been applied but proved failure of UPDF to get the big fish Kony leaves people in Northern Uganda with no hope but optimistic of their next day.
Diplomatic means are costy but yield more of benefit than cost. Identifying all the disagreements and resolve them amicably will serve the nation and put to an end the state of insecurity in the great lakes region.
